Depends. Most of the VISA Electron cards issued in US or UK do have a CVV number, however, most of the Eastern European ones don't. Don't ask me why it is so, I really don't know.

And, yeah, usually you can't make online payments with VISA Electrons that don't have the CVV number, even if its advertised that VISA Electrons are accepted.

If you have visa electron, it means that you have an account. So, you can transfer your money to moneybookers from your account. Transaction fee is very low because the transfer is made to Ukio bankas (for Lithuanians) if I remember it correctly.

Yep, I think Lithuanian SEB is supported now, as well.

moneybookers and webmoney, easiest way... most of poker and sportsbook rooms acept it.
